"農村學生專項計劃"(special college enrollment plan for rural students)是國家為促進教育公平(promote education equality)、讓更多的農村學生上大學而出臺的一項優惠政策(preferential policy)。專項計劃主要招收邊遠(remote)地區、 貧困(impoverished)地區、民族地區(areas inhabited by ethnic minorities)縣(含縣級市)以下高中勤奮好學、成績優良的農村學生。

由于學校教育和教育資源存在差距(disparity in schooling and education resources)，農村學生接受高等教育(pursue higher education)的難度加大，高校農村學生的比例(the percentage of rural students in universities)也在不斷下降。對不少農村家庭來說，高校學費(tuition fees)是重擔(a heavy burden)，一些成績優良的學生不得不放棄繼續學習的機會。
